Westminster is a town in Clear Creek County, Colorado, United States. The population was 2,383 at the 2010 census. Westminster was founded in 1887 and named for Sir John A. Macdonald, the first Prime Minister of Canada. The city is located on the banks of Clear Creek and has a total area of . It lies east of Denver and west of Castle Rock. The first permanent settler in Westminster was Wm Henson who arrived on July 27, 1887. In 1912, Harry Fenton bought 10 acres (4 ha) of land south of the creek for $5 per acre ($0.25 per sq ft). He named his new tract "Fenton's Flats" after himself and his nephew Harry Fenton Sr.. Mr. Fenton had come to America from Scotland in 1881 with his family as part of the US Immigration Act which allowed Scots-Canadians to become citizens without giving up their Scottish nationality. On October 15, 1912, Westminster voters passed an ordinance creating a police department and authorizing the purchase of two horses by townspeople for $10 each (the cost would be met by private donations). The first officer to be hired was Charles Preece who served from 1913 until 1931 when he resigned because he could not find a job that would allow him to commute daily from Denver to Westminster In 1941 City Manager Frank Jernigan recommended that Westminster annex Castle Rock so that it could become more developed as an agricultural center due to its natural resources including corn crops and watermelons provided by Clear Creek Valley Aquifer near Castle Rock reservoir also known as North Park Reservoirs National Monument consisting mostly within city limits between I-70 & Manitou Springs Rd., north side Eagle St., east side Noland Dr., south side Shingle Ave., east side White Mountain Rd., west side Glasgow Rd.: this proposal received approval from then Mayor Tom Atkins but no action was taken: later City Manager Dona Hatfield recommended annexation but again no action taken; finally annexation occurred on December 17th when Town Clerk Dick Sprague annexed North Park Reservoirs National Monument along with all adjacent properties making it a part of the town boundary
