They were both military veterans and felt that the only way to get through the day was with a good cup of coffee. They named their business Tactical Coffee because it embodied their commitment to quality and service. Since its inception, Tactical Coffee has been a mainstay in the community. It has been known for its delicious coffee, excellent customer service, and unrivaled value. In 2016, they celebrated their 25th anniversary by opening a new location in downtown Atlantic Beach. Along with this new addition, they continue to provide high-quality coffee at an affordable price point for everyone in town. The first coffee shop in Atlantic Beach opened in 1916. The business was run by a man named Harry Burtis and his wife, Edna. In 1922, the Burtises moved to Miami and started their own coffee shop there. In 1936, Harry Burtis died and his wife continued the business alone until her death in 1943. After her death, the business passed through several owners before being bought by George Petty in 1957. Petty ran it until he sold it to Joe Luby in 1978. Luby continued to operate it until 1984 when it was purchased by Donatelli's Coffee Company. Donatelli's closed down its doors in 1990 and the business was reopened as The Coffee House which still operates today.

The Atlantic Beach community began as a small fishing village on the South Florida coast in the early 1800s. The first waves of settlers arrived during the 1830s, and by 1840, there were over 100 people living in what is now Atlantic Beach. By 1860, the population had grown to 1,500 and was still increasing rapidly. During the Civil War, much of South Florida was battleground between Unionists and Confederate soldiers. As a result, many businesses in Atlantic Beach were destroyed or looted by both sides. In 1881, J.P. Morgan established his banking empire in Jacksonville and decided to establish a branch office in Miami-Dade County. He chose this location because it bordered land that he owned along the Miami River which made its availability very convenient for shipping goods and receiving money orders from customers in New York City. The town of Atlantic Beach quickly became one of Morgan's most important financial centers and remains so today. The industry that attracted Morgan's attention soon gave way to other interests such as real estate development and naval shipbuilding; however, some evidence suggests that he may have been partially responsible for the decline of Atlantic Beach during this time period due to his hasty decisions which led to increased competition from neighbouring communities (Lloyd). Nevertheless, despite these setbacks,Atlantic Beach continued to grow rapidly throughout the 20th century until World War II caused a sudden drop in population which only grew back when war-related tourism took off again after 1945 (Goudreau). In terms of economy though, things changed dramatically following World War II with an influx of new residents who brought their own Ideas about how society should be run - changes that would continue through out the decades until today (Higgins). In fact, business registration data from 1950 shows that although there has been occasional growth throughout most of the last seventy years (199), much like any other community situated along coastline anywhere around Earth.,atlantic beach continues to face many challenges including high rates of poverty & crime rate among its residents (& Higgins)
In 1892, a group of entrepreneurs named J.C. Penney and his brother Charles founded the first department store in Atlantic Beach. The store was located at 5th and Washington Streets. In 1901, the Penneys merged their businesses with their father's successful business, J.C. Penney & Sons, which becamePenney Industries Incorporated. The company continued to grow over the years and by 1984 it had become one of the largest retailers in America with stores in more than 80 countries In 2007, Atlantic Beach was renamed "Penney Beach" after J.C. Penney's death
