The history of Tactical Coffee can be traced back to when two friends decided to open their own business in Bartow, Florida. The founders were George and Vicki Russo, who had both worked together at a local grocery store. In 1984, they opened up their first shop, which was quickly successful. After several expansions and renovations, they now operate four stores across the United States. Their mission statement is “to provide quality espresso beverages that reflect the character of our location and community”. In 1966, development began on Interstate 441 which would run through downtown and additional neighborhoods around exits 21 and 22; this project led to increased traffic congestion within downtown and other neighborhoods near I-441. In 1998, developer Dillard's Companies submitted plans for a mixed-use redevelopment project called "The Shops at Port Orange" which would have featured over 100 stores and restaurants on over 125 acres (40 hectares) of land near Interstate 441; however, these plans were ultimately abandoned because they did not receive enough public support from residents or developers alike. Dillard's Companies again submitted plans for a mixed-use redevelopment project called "The Shops at Port Orange" in 2018 which would feature over 100 stores and restaurants on over 120 acres (40 hectares) of land near Interstate 441; however, these plans were ultimately canceled because they did not receive enough public support from residents or developers alike before expiration of their original construction timeline without any new investment or updates following those changes

The area now known as Bartow was originally part of Indian Creek Township which extended from present day West Palm Beach to Fort Myers and included both the City of Jacksonville and parts of Everglades National Park. Bartow County was established on November 3, 1835, as part of the Florida Territory. On January 6, 1836, it was renamed Bartow County after General Andrew Jackson. The county seat was moved to Maitland in 1861 and again to Fort Worth in 1903.
