Jacksonville was successively owned by Spanish, British, and American colonists before becoming a U.S. territory in 1821. The city's first mayor was John Fenton and its first governor was James Kenedy. Jacksonville became an important military and commercial center during the Seminole Wars (1835-1839), when it served as both a base of operations for Union forces fighting against Confederate forces in Florida and as a key port for supplying Confederate troops with goods and munitions. After the war, Jacksonville began to grow rapidly as a result of railroad development, growing from about 1,000 people in 1870 to over 20,000 by 1900. In 1907 Jacksonville became the capital of Florida after being selected as the state's fifth capital following passage of legislation creating that state from portions of three other states: East Tennessee, West Virginia, and Alabama. The city saw significant growth during World War II due to its status as one of the leading logistics hubs for Allied forces fighting in Europe amd Asia Pacific theaters; however, after the war Jacksonville experienced decreased population growth and decline until 1980 when it regained its heyday under Mayor Donnie Lee Jackson
