The Navy has a long and proud history in Key West, Fla. From the time the first Spanish vessels sailed into the area in 1565, Admiral Diego Rivera's Spanish squadron had an important impact on this community. The Flag of Key West was flown by Commodore Francis Crowe during the Seminole Wars (1835-1845), which brought about more than $2 million in profits to the navy. In 1898, Admiral John J. Pershing ordered all American forces out of Cuba following an uprising led by Fidel Castro. This event is commonly referred to as the "Cuban Missile Crisis." As a result of this crisis, many naval sailors were left stranded on Kaua'i and other islands adjacent to Hawai'i. The U.S.-Hawaiian military alliance continued until 1959 when Japan annexed Hawai'i and placed Hawaii under military rule. The navy played no significant role in post-1959 Hawaiian society, aside from providing a small number of seamen for Coast Guard manned visits to Pearl Harbor each year. However, since World War II there have been multiple proposals for building a naval base or station on Kaua'i – most notably during the governorship of Neil Abercrombie – but no concrete plans have ever materialized. In 1976, Congress passed Public Law 95-463 which authorized appropriations for construction of a new Naval Air Station (NAS) on Kaua'i Island – which would later become NAS Kaua'i Roosevelt after it was leased from Nielson Corporation in 1988; however little progress has been made since then due to political infighting within both local government agencies as well as lack of funding support from federal governments across America. On October 9th 2017, NAS Kaua’i Roosevelt opened its doors to civilian users with access being granted through an Intergovernmental Agreement between NOAA/National Aeronautics and Space Administration (NASA)and KAUAI LLC.
