The Coast Guard in Lynn Haven, Florida has been providing services to the community for over seventy years. The Coast Guard is a part of the United States Department of Homeland Security and its mission is to protect our country's coasts and waters. The Coast Guard was founded on September 15, 1893 as the First Volunteer Fire Company of Stonington, Connecticut. The company provided fire protection for coastal towns in southern Connecticut and northern Rhode Island. In 1935, the First Battalion, 5th Regiment, U.S. Coast Guard was activated at Lynn Haven and became a full regiment within the National Guard Bureau. On July 1, 1959, the 5th Regiment was redesignated as the 3rd Marine Division (Coastguard) and concurrently activated at Governors Island in New York City under command of Rear Admiral James E. The Coast Guard's first vessel, a small boat, was built in 1916. The Coast Guard began its mission as anaerobic patrols and searches for smugglers and treasure seekers on the US East coast. After WWII, the Coast Guard shifted its focus to protecting both coastal communities and maritime interests off America's coasts. In 1970, President Nixon created the National Security Council to support homeland defense initiatives and created the Office of Maritime Security with responsibility for guarding American merchant shipping lanes and waterways. As part of this effort, Congress passed the Merchant Shipping Act of 1974 which amended Title 12 of US Code (the Ports & Waterways Code). This act mandated that all commercial vessels carrying goods or services in interstate commerce must be registered with the Federal government and carry cargo security lights in order to deter seizure by law enforcement authorities or pirates posing as crewmembers. In 2001, President George W. Bush signed into law Publius 78 which reauthorized funding for NOAA's Coastal Zone Management Program (CZMP) through 2020. CZMP is a program designed to protect coastal communities from high waves and flooding caused by storms such as hurricanes Katrina, Rita, Irene, etc., while preserving important marine resources like wetlands and fisheries. As part of CZMP's mandate is developing plans for sea level rise predictions using data collected from tide gauges around America's coastline; these predictions will help coastal communities plan for future floods/high waveses that could impact them directly or indirectly depending on where they sit on America's coastline.
