Palatka, Florida is a small town in Seminole County, Florida, United States. The population was 2,951 at the 2010 census. It is part of the Orlando–Kissimmee–Daytona Beach metropolitan area. The name Palatka comes from the Atchafalaya River which flows through the town and its adjacent counties. The first European settlers in what is now Seminole County were Frenchmen who founded a fort on Fort Caroline in 1763. They named their settlement after Count palatine of Lorraine (1748-1814), one of King George III's commissioners onokinensis who had arrived in North America during the Seven Years' War and had been appointed to survey and explore the eastern frontier of British America. In 1772, Francis Stuart established a plantation near modern day Daytona Beach; this became Stonington Plantation when it was sold to James Smith in 1816. In 1824, Llewellyn Biddle bought land that included present day Palatka from John Radcliffe for $2,000 (). He planned to make it an agricultural society with a market garden and racetrack as well as establish schools for his slaves. However, by 1830 only 8 houses were built out of 3 hundred proposed; this was due largely to lack of money and competition from nearby towns such as Winter Garden and Dania Beach which enjoyed more amenities including churches, hotels, stores and physicians'. The history of Palatka, Florida began with the arrival of Europeans in the early 1800s. The first European to explore and settle in what is now Palatka was Captain James Cook, who visited the area in 1768. Cook named the area "Palatka" after his native country, Scotland. In 1824, a group of settlers from Georgia immigrated to what is now Palatka and founded a town called Fort Walton Beach onancock County. By 1830, Fort Walton Beach had become an important stop on the Mobile-Jacksonville Railroad. In 1834, a new fort was built at present-day milepost 9 on Highway 98 near present-day Palatka for military purposes. In 1861, Confederate General Beauregard landed at Fort Pickens and attacked Mobile Bay with over 20 warships and transports. The fortifications at Mobile Bay were strong enough to withstand this attack but not strong enough to hold out against Confederate forces for long. As a result of this attack, Mobile Bay became known as "Fort Pickens Gulf". After the Civil War ended in 1865, many freed slaves moved into Jacksonville and Ft Walton Beach (and some other areas). Some of these people settled down around where Fort Walton Beach now sits and started businesses such as grocery stores and manufacturing plants. Many white residents also moved into these areas during this time period because they found work opportunities available in these new black neighborhoods. As more people came into Palatka during the 1960s and 1970s, it became more difficult for them to find housing because there was always space available only for those who could afford it or who could get government assistance to purchase property. This made living in PalatKA even harder than it already was because most residents didn't have any skills that would allow them to pursue meaningful employment outside their homes instead of just staying home all day long doing nothing else but watching TV or playing video games
In 1892, Palatka was founded by J. S. Stephens, a cattle rancher and sawmill owner. The town became a railroad center due to the railroad's construction of the Florida Central Railroad between Jacksonville and Tampa in 1881. In 1903, Palatka was named for Major General William Troup, who served as commander of U.S. forces in Cuba during the 1898–1902 Spanish-American War. The town had a population of 100 people when it became a city in 1938. It has since grown to over 1,000 people and is home to several large businesses including Bank of America, American Express Company, Sears Roebuck & Co., Kmart Inc., and state government buildings such as the Florida State Capitol and the Citrus County Courthouse.
