Palm Bay is a small town in Broward County, Florida, United States. The population was 1,362 at the 2000 census. It is part of the Fort Lauderdale-Hollywood metropolitan area. The town was founded in 1915 by Captain John Tisdale and his family as a seasonal fishing and hunting resort on 7 acres (2 hectares) at the mouth of Caloosahatchee River. After years of development by local farmers, citrus growers, and other businesses, Palm Bay became an incorporated municipality in 1933. In 1967 it annexed neighboring unincorporated areas to form a new city with a population of over 12,000 residents. The annexation has since been rescinded due to lack of approval from the City Council. In 1990 Palm Bay voters approved Measure M which stated that "the purpose of this measure is to annex any portion or all of Parrish Township located east and northeast of US-441 without first obtaining the consent or approval thereof from said township's governing body." This annexation created what is now known as The Villages neighborhood within Palm Bay. A subsequent referendum in 2002 increased its school district's property tax rate by 25%. As a result, much criticism followed from residents who felt they had not been properly consulted about the proposed change; some also claimed that developer donations had helped finance the referendum campaign. However, after public hearings and more than two months of public comment the annexation proposal was again withdrawn due to lack of support fromParrish Township's governing body - something that many saw as another example where developers had managed to get their way despite little input from people living near them
The town of Palm Bay was founded in 1868 by Captain John S. Cobb and his wife, Anna. The name is derived from the bay where it was located. In 1916, the town became a reality when it merged with neighboring towns of Clearwater and Stonington.
