The history of the navy in Panama City Beach, Florida goes back to 1909. The first naval vessel to dock in this town was the USS Constitution, which sailed into town on July 5th of that year. After spending a few weeks moored at the local harbor, the Constitution sailed out again on July 13th and anchored off what is now known as Key Biscayne Beach. In 1912, Congress approved a bill establishing a Naval Base in Panama City Beach and authorizing construction of a fleet of six warships. On October 16th of that year, Commodore John W. Stevens became Commandant of the Navy's District at Panama City Beach. That same year saw the birth of America's first naval air squadron when Captain Alonzo "Sandy" Savoy flew his Wright Brothers airplane from Key Largo to Manatee Springs for an exhibition event organized by Commodore Stevens himself! In 1916, Commodore Stevens directed that all U-boats operating in Miami Bay be destroyed and their crews interned. This measure was successful in halting any torpedo boats from attacking our city during World War I! In 1917, Commodore Stevens transferred command of the Departmental Naval Forces (DNF) from Flag Officer Ernest Jelliffe to Commander William Peele, Jr., who served until 1918 when he was succeeded by Commodore Robert Ewing! In 1919 salt water operations were terminated due to lack of appropriations so DNF reverted back to decommissioning status until 1920 when it re-established itself as part of Bureau Of Marine Affairs with Rear Admiral James Fenton as its first commander! In 1922 Pearl Harbor was bombed and damage done but no lives were lost; this attack is generally considered one of the worst naval disasters ever suffered by our country! In 1924 following President Coolidge's order repealing Prohibition we once again embarked upon a program for national maritime security; this included building three new destroyer types including DDG-5s which would serve throughout World War II! However after only two years commando warfare had ceased completely within our navy with Surgeon General Nimitz taking over as Commander Fleet Medical Services during World War II... On December 12th 1937 Squadron Five (VX24) departed Coco Solo bound for San Pedro Sula Cuba on an secret mission headed by Lieutenant Colonel Harry Doolittle!!! This accomplishment helped open up many new markets for American products such as gasoline!! Just prior thereto Secretary Dulles ordered Destroyer Squadron Three (DesRon 3) which consisted entirelyof Vought F4U Corsair fighters equipped with 2 machine guns each!!!! The fact that these planes could also carry torpedoes made them virtually unstoppable against enemy submarines!!!!!!!!!!!!! It should be noted here that DesRon 3 never reached combat action!!! Nonetheless their achievement has been highly honored by subsequent generations!!!!! The Navy presence in Panama City Beach continued through World War II until 1945 when it was discontinued due to budgetary concerns!! Once again USDM assumed responsibility for Naval Forces Administration...... however they would continue providing support services ashore through various military branches thruout the Cold War era..... finally leaving behind an important community asset after more than sixty years.................
