The United States Army Garrison in Panama City, Florida was first established in 1898 during the Spanish-American War. The garrison consisted of a detachment of artillery and infantry soldiers from the 1st Infantry Brigade, 2nd Infantry Division, under the command of Major General John J. Pershing. The garrison served as an auxiliary military force to U.S. Marines and Florida State Troopers until it was disbanded in 1903. From 1903 to 1912, the garrison was re-established at Fort Brooke as part of Cuba's American Military Mission to Panama City which served as a training ground for Panamanian forces. In 1912, the garrison was moved back to Panama City and became an armory under Army First Lieutenant Colonel Edward Fenton Smith who also served as Commandant of the Garrison from 1912 until 1916 when it reverted back to civilian control under Captain Harry Wills Waldron Jr.. From 1916 until 1931, it remained under army jurisdiction with its own commanding officer while being used for administrative purposes only. In 1931, following World War II and its impact on the United States military presence in Latin America, Ft Brooke reverted back into an armory again and continued serving as such until 1958 when it was closed down due to budgetary cuts within the United StatesArmy structure.
