Since the Spanish Conquest of Panama in 1521, the area now known as Panama City has been a stronghold of Spain's military. The city was first fortified by means of earthworks and multiple stockades in the 16th century. In 1824, when California became a U.S. territory, Spain passed control of the canal to America, arranging for American engineers to build it with no money from Mexico. After Mexican independence was declared in 1821, an arms race between Mexico and America ensued over who would obtain control over the canal zone. As a result of this competition, Spanish forces were able to Fortify Panamanian Streets on January 13th 1861 and began building facilities for their new garrison at El Cristo Redentor (the "Red Cross") near today's Avenida de la Libertad. The United States Navy had also been stationing warships off Panama City since 1853 when Commodore John Denny chartered USS Constitution under Captain James Fenton to protect American shipping interests in Central America against piratical raids by Spanish vessels (see San Francisco Rebellion). By 1865 there were twenty-one warships at anchor in Laguna de Santa Clara; but on December 12th that year Commodore David Dixon ordered all vessels except two destroyed while anchored outside La Habana after learning that Mexican forces had landed along the coast with supplies and reinforcements for General Santiago Lerma's army besieging Vallecas on December 3d. On January 8th 1862 Rear Admiral Porter ordered USS Constitution into action against Lopez' fleet which consisted of thirty-two ships blockading La Habana Harbor; after three hours combat successfully suppressed Lopez' attack and captured his flagship Buena Vista before sailing back to Havana harbor where she arrived on January 10th escorted by USS Constitution providing fire support during the Battle of Morro Castle). In 1898 when Latin America went through its own revolution led by Andrés Manuel López Obrador, General Pedro Pablo Aguiar y Salinas decided to invade Panama City instead of going through Costa Rica because he felt that resistance could be mounted against him there from within rather than from without (see Boaco Affair). On February 11th 1898 General Aguiar reached Colón Bay about 9 miles west of downtown PANAMA CITY when he was met by Rear Admiral José Crespo with six destroyers escortding two steamboats carrying detachments of Marines under Colonel José Antonio Pardo arrived too late to prevent Aguiar's march across Orinoco River into town) On Sunday February 14th 1898 Commodore Dewey sailed out past Managua Harbour unloading troops and supplies at Muelle del Rey then steamed up river towards Panamá Crossing estuary mouth about 5 miles wide abreast channeled navigationable only by small launches so boats could not enter or leave until large launch got underway towbridge direct current coming north stopped engine astern started again Direct current northerly flowing out arrested engine bow down moorings grounded ship high waves brokewater pulled up ship men jumped overboard Women got ashore lifeboat towed ashore

For many years afterwards there was much speculation about whether or not any serious damage occurred to either structures or people inside the city limits due to hurricane effects only being felt away from downtown areas which had significant concrete/steel reinforcement for protection against wind/wave action etc.; however such speculation has been largely debunked as false based on recent evidence available both nationally and internationally . However some reports suggest that some areas such as Building 12 at One Buccaneer Place may have sustained more than average damage due torenched winds combined with storm surge ; however no structural damages were found either inside or outside building 12 following examination by investigators
