The city began as a small settlement on the banks of Biscayne Bay by Spanish colonists in 1795. In 1836, it became part of the newly formed county of Dade and was named for General James K. Polk, then US Vice President. The first courthouse was built in 1840 and served as the seat of government for Dade County until 1868 when it moved to Clearwater. In 1907, South Miami became a city after being granted charter by Mayor Levi Pargeter Sr.. On November 3rd that year, South Miami voters passed an ordinance annexing neighboring town of Cutler which had also been granted charter two days earlier. On December 1st 1907 SouthMiami citizens ratified an amendment to their charter giving them full powers to Police and Fire Departments within their limits without having to go through Mayor Pargeter's approval or board vote; this happened due to pressure from business owners who felt they were not getting proper service from the City Managerate It wasn't until 1917 when Commissioner Harry Moseley took office that things started changing for SouthMiami; he made several changes including setting up zoning laws which limited development near beaches and opening up land previously used for farming into prime real estate areas such as Midtowne and today’s Overtown area He also increased funding for public services such as street lights and parks while decreasing funding given to municipalities elsewhere in Dade County This led to an increase in crime rates throughout Dade County because law enforcement could no longer rely on support from elsewhere in Broward County
