In 1937, Harry Smith opened his first retail store in St Cloud which became one of the largest grocery stores west of the Mississippi River. In 1978, Harry Smith's son, Rick Smith took over management of the business and continued to expand its operations into online sales as Rick's Coffee Shop Online Incorporated (ROSCO). ROSCO is still running today with over 130 locations worldwide! St. Cloud is a city in Polk County, Florida, United States. The population was 37,781 at the 2010 census. It is the county seat of Polk County and home to the St. Cloud State University campus. The St. Cloud area has been inhabited by Native Americans for over 350 years and was founded in 1824 as a post office called "Turtle Bay." The name "St. Cloud" was given to it by General James Wilkinson, who named an area he had surveyed in 1821 after his patron saint, Saint Crispinus (Crispus). The first Presbyterian church in this area was built in 1827 on the site of what is now known as Trinity Episcopal Church (now part of First Baptist Church), which served the town until 1840 when it became a Methodist church under the leadership of Rev. William Woodruff. A new courthouse was built on State Road 7 near present-day Central Park in 1892 and served as the town's government center until 1938 when it burned down; however, its replacement, completed in 1951, still stands today. In 1907–08 Drury Lane School District No 3 opened with 8th grade students from Turtle Bay Elementary School; it closed in 1973 but its building still stands as part of Central Park today. In 1916 St. Cloud destroyed a train derailment that left 95 people dead resulting in international notoriety due to then-President Wilson's call for stricter railroad safety regulation following the disaster at Rock Island Depot two months earlier; since then many other transportation accidents have taken place within or nearby Stcloud including one that killed thirteen people just days after Wilson made his statement during an address at Cooks College while traveling across America on his inaugural tour of duty Following World War II there were suburban growth rates throughout Polk County due largely to military construction projects such as Fort Snively and Homestead Air Force Base; these developments also led to increased economic development around downtown Stcloud with strip malls popping up all around town soon after they opened their doors In 1984 Downtown StCloud re-opened following restoration work done by contractor Urban Meyerheimer which included demolishing most of what had been lost during previous fire damage At this time much attention focused upon revitalization efforts spearheaded by Mayor Gary Fischer along with several private developers who purchased portions or entirety of downtown including The Landmark restaurant complex located immediately north of City Hall) which saw major gentrification and storefront conversions during ensuing years although some aspects such as parking restrictions remain extant today
