In 1894, developer Ewing Marion Kauffman purchased a section of Biscayne Bay from the Cuban government for $2 million and began development of what would become known as Sunny Isles Beach. Kauffman's original plan called for a large naval base and community on the beach that would house up to 4,000 residents. However, due to World War II military activity in nearby Miami and Tallahassee, Kauffman never completed his project and instead sold off most of his property to other developers over the next few decades. On July 1, 1959, Sunny Isles Beach became an unincorporated community under state jurisdiction within Miami-Dade County when it was approved by county commissioners through a referendum vote following annexation of neighboring Clearwater City into county limits during 1958 Boomtowns movement to create incorporated areas throughout all Monroe County (later renamed Miami-Dade County). In 1978 Hurricane Andrew caused devastating damage to parts of Sunny Isles BEach including both homes and businesses along much of Biscayne Bay Shoreline; however no fatalities occurred as a result from either storm or flooding which did occur as a result from heavy rains upstream causing flash flooding across portions near Key Largo Naval Base which left some structures stranded for weeks after high waters receded leaving wide open shorelines exposed again making it one of North America's worst coastal disasters ever! After years of planning by city officials local businesses finally reopened in early 2006 with free marketeerd programs such as "Restore Your Seaside" which aimed at improving access infrastructure such as new restrooms/emergency response capabilities etcetera while also promoting tourism values such as eco-tourism among others; this rebirth marked another major milestone in history for Sunny Iles BEACH!
