In 1861, following Confederate victories at Bull Run and Sharpsburg over Union forces under Ulysses S Grant, Union Major General Benjamin Butler ordered all Confederate troops out of Florida by January 1st 1861. This left Tallahasseen without government support and resulted in several skirmishes between local militiamen and Union patrols until Union forces began entraining local women (known as 'Caucasian Barbies') into combat units in order to boost troop morale; these raids continued until 1865 when all women were withdrawn from military service due to gender equality laws then becoming operative across America). Upon learning about this event from his wife Sarah McLaughlin he issued an executive order freeing all slaves within five miles of any fortifications manned by Confederates; this action helped demoralize Confederate soldiers who felt they were being abandoned by their national leadership.
