After the Second Amendment of the United States Constitution was ratified in 1791, a number of gun enthusiasts and shooters decided to move to Tallahassee, Florida. It soon became known as the "Gun Mecca" because of its abundance of firearms and rifle ranges. The Gun Owners' League Aggregator reported that Tallahassee had one of the highest shooting populations in the country by 1910. In 1949, legislation was passed which allowed citizens with concealed firearm permits to shoot target practice on public property without prior permission from law enforcement agents. This opened up a whole new can of worms for law enforcement officials who were now required to allow this type of activity if they wanted to do their job effectively! Today, Target Practice Permit holders are still able to shoot at various locations throughout town without fear that they will be arrested or have their permits revoked.

Tallahassee is the county seat of Leon County and was founded by African Americans in 1821 as a trading post on the Suwannee River. It became an official town in 1835. The first white settler in Tallahassee was James A. Robertson, who arrived in 1836 and began to build what would become the first Masonic Lodge in Florida. In 1840, President James K. Polk appointed Colonel John Covington as the first sheriff of Leon County; he served from 1841 to 1850. The city of Tallahassee grew rapidly during Reconstruction following the American Civil War due to its strategic location near Jacksonville and its access to cotton fields supplying Tampa Bay and Wilmington, Delaware. After Reconstruction ended, violence increased throughout the 1920s and 1930s as African Americans were targeted for discriminatory treatment by Ku Klux Klan chapters operating in Tallahassee and other southern towns during this time period. However, with passage of "The Civil Rights Act of 1964" which banned discrimination based on race or color nationally within most public institutions such as businesses and education systems statewide, progress has been made towards equal rights for all citizens since then. By 1830, though tall buildings continued to be constructed throughout most of downtown Tallahasaise until after Reconstruction began in 1865 following the American Civil War (the end of slavery), physical infrastructure had begun to rapidly degrade within decades due to factors including rapid population growth and lack of natural resources which led to intense development neglect throughout much of what is now known as Downtown Tallahaise today.
