Tampa was founded in 1821 as a small trading post on the then-peninsula of Florida. After Panama's return to Colombia in 1914 following World War I and its ratification of United States neutrality laws by Congress (see Treaty of Paris), Tampa again served as the capital from 1915 through 1918 when Caracas became re-occupied by American forces during World War II. On February 15, 1945—the day after Japan completed its surrender —Tampa finally became an incorporated city under US jurisdiction pursuant to Act No. 792 which granted federal town status to all municipalities with a population over 1,000 residents within 10 years after their incorporation or re-establishment into local government control with an equal vote based on population size rather than congressional representation or mayoral power conferred upon elected officials pursuant to state law (i.e., City Council). With nearly three million residents at its peak in 1959—a figure that had declined slightly but still amounted to more than one-third of metro Orlando’s total population—Tampa soon faced competition from more populous cities such as Orlando and Miami Beach for economic development space and public services such as transportation access and airport capacity among other benefits conferred by metropolitan designation under Evergreen Statutes §527(c). As early as 1962–1963 Mayor George Washingtons efforts led city planners to develop plans for annexing Hillsborough County along with neighboring Pinellas County which would have given eastern Hillsborough County (then known primarily as East Pasco) much needed primary education and health care facilities while also adding some 30000 acres (12 km2) rural land currently located within downtown Tampa proper including areas bounded by Collins Avenue on the north side; Ybor Street on the east side; Franklin Street southward from downtown; University Boulevard running parallel thereto between University Avenue and Franklin Street ; Midtown West Side streets leading northeast from University Boulevard including Easley Street ,running eastward from University Boulevard .
