By 1930 there were only 10 families living at West Manor; all but one had left for better opportunities elsewhere since citrus farming became unprofitable during the Great Depression years following World War II. In 1948 developer Wernher Lohmann purchased 7 acres (2 km²) of land southeast of downtownWest Melbourne from Mrs Eileen Bourgeois for $450 which he planned to develop into a shopping center called "Lohmann Plaza."
