After tolls were added on bridges connecting other parts of Tampa Bay, much of what is now Winter Haven became unnecessary because access to the lake was no longer necessary. Even today many people refer to Winter Haven as simply "the town".

Winter Haven is a small town in Escambia County, Florida, United States. The population was 1,814 at the 2010 census. It is part of the Pensacola–Ferry Pass–Escambia Metropolitan Statistical Area. Winterhaven was founded in 1847 by James Troup and his wife Sarah (née Sawyer). The new community was located on the east side of Escambia Bay on a tract that had been purchased from the Usulutta family by General James Wilkinson. Winterhaven grew rapidly due to its location and thriving commerce. In 1872, Winterhaven became known as "The Fairest City in Florida". In 1903, Winterhaven incorporated as a city under the name of "City of Winter Haven". The first mayor was Wm. Sargent Moore Sr.. In 1965, Wintershaven voters passed an ordinance allowing for annexation by Hillsborough County; this annexation did not take place because Hillsborough County officials were concerned about possible problems with water supplies should the community reach its maximum population limit. In 1982, Mayor John D’Angelo announced plans to develop an amusement park within the city limits called Disney's Hollywood Studios Theme Park - which would have brought much-needed jobs and tax revenue to Winterhaven during Expo '82. However, these plans were eventually scrapped when it became clear that Disney would not be coming toWinterhaven. In 2006, Mayor Rick McKay announced that he had received reports of significant damage done to some buildings in downtown Winter Haven dur ing Hurricane Katrina; this caused widespread concern among local businesses who feared for their safety if government-owned properties were damaged or looted during relief efforts. Despite this concerns, McKay ultimately decided against filing any charges related to Katrina following public outcry from residents and business owners alike. In February 2007 Vice President Dick Cheney visited Winter Haven for a trip organized by then-Governor Charlie Crist; during his visit Cheney toured several aspects of local economy such as businesses being open late due to lack of power after Hurricane Ike hit two weeks earlier and houses being converted into trailers for hurricane evacuees living outside of town Limitszon
