Winter Springs is a town in Polk County, Florida, United States. The population was 3,827 at the 2010 census. The name "Winter Springs" originated from when the winter quarters were established here in 1851 by General James K. Polk. Winter Springs is located on both sides of the Apalachicola River and borders Gainesville to the north and east, Live oak to the south and west, and Immokalee to the northwest. The first permanent settlers in Winter Springs were three men who arrived on horseback from Georgia in 1851: A.P. Hillyer, Wm Henson, and Moses Wright. They built a log cabin on what is now US-19/28 near present-day Winter Park Drive about two miles (3 km) northeast of present-day downtown Winter Springs. In 1854 another group of five men arrived from Kentucky with thirteen horses and drove out wild animals that had invaded their settlement; these men named their new town "Winterville." In 1861 an act was passed by Congress providing for Statehood for Florida; George Washington Burnett became its first governor. On February 14, 1865, President Abraham Lincoln designated Winter Springs as the seat of government for newly created Polk County after it was included within Seminole County at Jacksonville's recommendation while still part of Florida's Spanish Empire under Spain; this made Winter Springs one of only two towns in Florida to be designated county seats (the other being Stonington). After years of growth due largely to military installation development during World War II—including much housing construction—the city limit was raised to encompass all or parts of City Hall Square until finally effective January 1, 1990 when it reverted back to its original boundaries around City Hall Square following a referendum vote by citizens clearing away snow which had accumulated since December 1989 inside City Limits! As one result of rapid growth throughout the 20th century many businesses closed down or relocated outside city limits over concerns about taxes becoming too high relative to boomerang effects generated by increased suburban development within city limits; however many residents have always supported keeping city limits intact as they arecritical for maintaining strong local economic vitality which has helped contribute significantly thereto over time! Today there are more than 100 businesses operating within city limits employing more than 2200 citizens plus approximately 150 corporate headquarters with nearly 400 employees! Many notable entrepreneurs have arisen out OF THE MIDDLE CLASS IN WINTER SPRINGS OVER TIME INCLUDING MANY OWNED AND OPERATED BY BLACK JERSEY GENTS WITHOUT ANY FAMILY MEN SUPPORTING THEM OUTSIDE THE CITY LIMITS!
