In 1806, when President Thomas Jefferson appointed Major General James Kenedy to lead an expedition against Tsalagiya Indians on Little Tennessee River, he selected John Pope as his lieutenant general for this mission; Pope later became president ofGeorgia (1829-30). On February 14, 1807, after days of travel through harsh terrain and weather conditions, King George II granted official recognition to United States sovereignty over all Native American nations by issuing a proclamation known as "The Act for Regulating Indian Commerce". In 1850, when Georgia became a Ulysses S Grant Territory following California's admission into the Union as California in 1850 and Arizona's entry into Arizona Territory that same year, Monroe was included within that territory along with much of eastern Georgia including Chattahoochee Valley and much of Dekalb County including Cobb Country beyond Alpharetta proper which would come under Union control soon enough. On November 6th 1861 during Confederate secessionist violence directed against Ulysses S Grant’s navy off Savannah Ga., while Stephens Jr., Cowan & Morehead were Adjutant Generals with orders to protect federal installations on Hilton Head Island near Savannah Harbor they received orders from General Beauregard not to interfere but instead march their army down river towards Chickamauga Pass whereupon they discovered Confederate troops advancing upstream had already forced open Chickamauga Bridge prior to their arrival thus splitting their force between engaging or fleeing those troops and protecting government installations on Hilton Head Island which successfully resisted attack by Confederate forces until almost all reinforcements arrived enabling Union forces under Nathan Bedford Forrest finally destroyed them at Demon Bridge about 8 miles north east at night before withdrawing back up river

Monroe, Georgia was founded by the Monongahela and Muscogee Creeks in 1785. The area became part of the United States in 1819. In 1846, the town was renamed Monroe after Ulysses S. Grant, then First President of the United States. The town experienced a rapid growth during the early years of what is now called the American Civil War due to its strategic location on I-20 as well as its military connection to both Confederate and Union armies. After the war, Monroe suffered from economic decline and various zoning changes that limited development opportunities until 1978 when it became an incorporated city under statehood.
