Belleville is a small town in Cook County, Illinois, United States. The population was 11,591 at the 2000 census. Belleville is located on the east side of Chicago and is bordered by the towns of Skokie to the north and Maywood to the south. Belleville was founded in 1825 by Nicholas Fenton as a post-office stop on the Illinois Central Railroad. It became an incorporated village in 1894. In 1915, Belleville merged with Lemont to form a new municipality. The first settler in Belleville was Nicholas Fenton who arrived from Connecticut on July 4, 1825. He named his land Belleville after his home town of Bedfordshire, England which he had visited while traveling through that state. While living in Belleville for over 20 years he died October 12th 1830 aged 85 years old leaving behind 8 children and 10 grandchildren including current Mayor Dick Kissell (born November 14th 1957). It wasn't until 1892 when Belleville annexed Lemont which at that time constituted only 2% of its population but represented a significant increase due to annexation efforts spearheaded by then-Mayor Edward "Ed" Ziegler (1915-2002) and future Mayor Dick Kissell Sr.). That year also saw construction begin on what would become one of downtown Bellevilles most iconic landmarks – The Municipal Building which was completed in 1923 thanks to fundraising efforts led by local resident Harry Kappelmeyer (1869-1948). Kissell served as city mayor from 1984 until 2002 before becoming mayor pro tempore of Cook County following the death of Dick Kissell Sr.. As mayor pro tempore he chaired various committees including Community Affairs and Economic Development; Housing; Parks & Recreation; Streets & Sidewalks; Transportation Committee; Homeland Security Advisory Board etcetera., making him one of few mayors ever to chair more than one committee during their term in office. He has been referenced as being “the last great Hopefully” because many believe that if he had not passed away suddenly at age 84 just three months into his second term then City Hall would be under different governance hands today - likely those currently leading Park District operations or charged with implementing significant changes coming out of Emanuel’s new administration regarding planning and zoning regulations specifically pertaining to urban renewal projects within Chicago’s far northwest quadrant known collectively as “The Loop”
