Libertyville is a town in Kane County, Illinois, United States. The population was 9,812 at the 2010 census. It is part of the Chicago metropolitan area. The town was founded in 1847 by mechanics and their families who had come overland from Watertown, Massachusetts. The first post office was established in Libertyville on October 10, 1847. In 1865, Libertyville became the site of the world's first electric power plant when the Illinois Central Railroad built a line from Carbondale to Libertyville using overhead wires. As one of the fastest-growing communities in Kane County during the 1960s and 1970s, Libertyville experienced intense development that included housing developments such as Park Ridge and North Shore; commercial areas such as Smithfield Center and Putnam Square; and libraries including both local (National Science Foundation)funded institutions (Libraries Unlimited) as well as national professional library chains (Borders Books & More). However, much of these economic activities led to environmental damage because they contributed significantly to suburban growth that had an adverse impact on public resources. In response to this phenomenon – known as "greenwashing" or "urban sprawl" – many residents began campaigning for government intervention to halt or even reverse this trend. This campaign culminated in the Town Council passing a resolution urging then-Governor Richard Manges to take action on behalf of libertyvillians against "a blighting process which has been taking place throughout Cook County." The Governor responded with executive orders creating new transportation corridors connecting downtown Chicago with other parts of Cook County while also investing millions of dollars into green infrastructure projects such as parkways and bike paths across Cook County
