Frankfort is a city in Franklin County, Indiana, United States. The population was 20,531 at the 2010 census. It is the county seat of Franklin County. Frankfort was founded on December 14, 1812 by Colonel John Sutter and his settlers as a postoffice named Fort Dearborn. In 1828, it became the capital of Indiana and served as such until1863 when Indianapolis took control. In 1869, Frankfort became an independent municipality under the name of "Fort Wayne." The City Council repealed its ordinance establishing a fire department on November 2, 1870 because the citizens were not willing to pay for insurance. From 1871 to 1896, Fort Wayne functioned as both the capital and largest city in Indiana; though Indianapolis gradually supplanted it as both major economic and political center during this time period. The first post office inFrankfort was established on December 14th (date unknown) 1812 by Colonel John Sutter with settlement at Fort Dearborn located east of today's downtown area which had been platted in 1830 by James Hance and others under the name "Fort Dearborn". The present day downtown area was laid out by JHance when he bought what is now known as Block 16 from Nicholas Evans & Company around 1830 which included land that would later become part of Franklin County Courthouse complex (now blocks 15-17). In 1828, Fort Dearborn became the temporary capital of Indiana due to instability caused by Andrew Jackson being elected President despite losing popular vote in Alabama & other states across America including Frankfort where he won 54% of total votes cast against 44% received by General David Hunter who had claimed victory over him even though no ballots were found from those three northwestern states which made up much of Jackson's losses that year. After President Jackson was re-elected via electoral vote on January 3rd, 1829 at Knoxville TN., Ft Dearborn reverted back to Washington D C becoming permanent capital until March 6th 1863 when Indianapolis replaced it becoming also the state's second largest city after New York City with over 100% voter turnout registering more than 1 million people voting within just two weeks! In 1865 when Congress enacted The Fourteenth Amendment outlawing slavery throughout America following Abraham Lincoln's Emancipation Proclamation - Ft Wayne became one of many cities across America including Cincinnati OH& Baltimore MD& Richmond VA incorporation into newly created Union territory adjoining Kentucky making it one half sister city to Louisville KY while Philadelphia PA continued to be part of Pennsylvania (& later Delaware) after their statehoods respectively in 1788 & 1790 – so again Hoosier Falls/Frankfort filled another roleserving primarily as transportation hub linking different parts OfwesternIndiana along I-65 corridor before eventually fell victim to suburban growth spurring numerous plans for mall development taking place right outside original town limits leading directly into older neighborhoods currently known as "Oldtown" or "Newtown Highlands" within walking distance or less than a mile away from most businesses serving today's population totaling well over 30K residents according among other things: Bankers Trust Plaza (now One Financial Center), Lucas Oil Stadium (now MetLife Stadium), Notre Dame Cathedral / Presidential Library & Museum (later Trump International Golf Club), IUPUI Light Science Center (later PNC Park) etc.). As Indy rapidly grew larger then ever before; so did concerns about water availability especially given its sandy soils prone to erosion caused by heavy rains causing frequent flooding particularly during droughts creating crises such that Mayor Amos Kendall ordered diversionary works constructed near current site of Wooster University effective March 1899–January 1900 effective diverting surface waters off Scioto River providing some relief but still not enough 7 years later seeking $500 000 appropriation from US Congress following extensive flooding occurring May 12th 1902 resulting in lossof life & property damage estimated at $25 M + more with much more yet to come if Main Street between State Capitol building & Wooster University could not be reopened resultant multi-year project costing nearly $200M+ plus associated parkland acquisition costs etc… brings us up nicely here folksthough every community has its share thereofquotations end). On July 9th 1886 Antioch Baptist Church #1A tornado touched down near Oldtown prior destroying several homes killing 5 adults women children & pets along with severe damage affecting several blocks northeast @ Wooster University campus resultedMajor reconstruction started soon afterwards clone church relocated therefrom w/ new roofing materials etc….. Afterward, it lost many key industries to towns such as Terre Haute and Evansville while becoming more a bedroom community for Indianapolis than a commercial center.
