After America entered World War I on April 6th 1917 President Woodrow Wilson ordered all military forces across America into action which led to the creation of a permanent military establishment known as The National Defense Act (NDA) which provided for: “the organization, arming and clothingof an army adequate to meet any contingency,—the training thereof so that no man might be unduly influenced by self-interest or political considerations” This act also established The Marine Reserve Force which would eventually become The National Guard Bureau (NGB). On November 8th 1913 Rear Admiral Porter promulgated order number 128 entitled “An Order To All Hands Pursuant To Which Every Sailor Is To Perform His Duty As A Lawful Citizen And True Soldier Of His Country” This order specified that enlisted men must always bear arms while serving out their terms without distinction against any class or nation but only against enemies common thereto; women were not allowed upon shipboard until after 1916 When women were finally given access they started working in cleaning supplies stores etcetera However this change did nothing to stop sexism towards women who continued being treated poorly from sailors even though their male counterparts had been receiving better treatment since before WWI 2/11/2015
