In 1951-1952 two Iowan high school seniors developed a plan to improve public education opportunities for students living outside of Iowas major cities by creating a new college-level alternative to traditional state universities located near Iowan townsites like Omaha (now Kearney), Lincoln (now Hastings), Des Moines (now Ames), Waukee (now West Des Moines) and Davenport (now Davenport Heights). Their concept called for self-sufficient elementary schools serving students living outside of downtown Iowatheir only purpose being “to give these boys some hope that they might one day find opportunity inside of those big cities where they grew up”(Davenport News File - September 8th 1957). This innovative idea failed to gain much traction but finally got off the ground when local businessman George Romney agreed to become President Eisenhower’s Special Representative for Education Policy within his Interstate Commerce Commission during his last year in office (Eisenhower Presidential Library).
