On July 16, 1872, Wichita Falls became the first incorporated municipality in Kansas Territory; it had been part of Freeport Township since 1861. In 1907, Wichita Falls became an independent city with a population of 25,000 people (). In 1907 or 1908 Charles Garland bought 1/4 acre (0.24 ha) on Main Street in downtown Wichita from Avanti & Sons hardware storekeepers for $5 per acre ($100 total). He developed what became known as Garland Heights which included much of present-day downtown Wichita including Fourth and Vine Streets between Republic Boulevard and Adams Avenue. This development led to World War I United States Military Air Service pilot Base No 3 being established near downtown Wichita on Prairie Road about northwest of Garland Heights; this airfield served until 1942 when it was replaced by Dowell Air Force Base located about 8 miles east along Interstate 55 south of downtown Wichita (). The growth that took place during World War I allowed for new construction within City limits: two blocks north on Delaware Avenue were built the Municipal Building (now Community Bank building), First National Bank building (now Plaza Towers hotel), Armoury building (now old YMCA), Masonic Temple (now Southwest Baptist Church), Post Office building (later Merchants Hall movie theater) and Griggs grocery store buildings which are now more commonly called “Garland Heights” buildings because they adjoin onto Delaware Avenue south of Main Street near where he had originally developed them (). Although Tulsa had become an important center for cotton production following their victory over Mexico City in 1898 during the Mexican–American War (), there was no real growth or activity taking place until after World War I due to economic stagnation that followedWWI (); however following Oklahoma's admission into the Union as Oklahoma in 1907 many businesses moved from Tulsa to Dodge City due to increased competition from Kansas City(). After annexation by Sedgwick County came rapid growth starting with 100% enrollment at school district headquarters just before World War II ended; this increase was primarily due to migration from other parts of Sedgwick County resulting in almost half a million people coming into town during that time period alone (). However although numerous industries have existed throughout most if not all periods since incorporation including restaurants, hotels/motels etc., retail development has become increasingly popular over recent years with several large box stores opening up around town while apartment complexes have continued to grow rapidly ()
