However during 2001-2010 most inner city communities experienced significant declines (0% or lower) in percentage growth rate (-2% or lower) relative to whole country trends over that time period The decrease can be partially attributed to strong joblessness rates among young adults living in these Communities who have few opportunities for advancement or wealth accumulation beyond their parents' incomes
