Lexington, Kentucky is a city located in the eastern portion of the U.S. state of Kentucky on the provides access to the Ohio River. The population was 27,611 as of 2010, making it the largest city in and its county seat. Lexington was founded by James K. Polk in 1853 as an outgrowth of a political feud between two families: that of John Marshall and that of Samuel Harrison. The first courthouse for what is now Lexington County was built in 1857, and Richard M. Nixon served as its first clerk before moving on to become justice of the peace for King County (now Seattle). The Second World War brought heavy military activity to Lexington and other parts of rural Kentucky; during this time several factories were closed down in downtown Lexington due to munitions production or because services such as transportation were rationed. In 1946, a new courthouse and jail were built at what is now First Baptist Church Square, just south of downtown; this facility remains one of the most important symbols associated with Lexington today. During much of its history, Lexington had significant African American populations; they made up 20% or more of its population from 1900 until 1970 when their percentage began to drop precipitously due to various civil rights protests and discrimination efforts initiated by local black leaders such as Samuels Jackson (founder and first president emeritusof Morehouse College) and Edward Robinson (who later became mayor of Memphis). A large black community continued to exist until around 1960 when white flight beganto take place throughout southeastern United States following economic opportunities created by newly open markets attendant with industrial deregulation. Although some African Americans have returned since then, overall representation within city limits has steadily declined over time due to changes wrought by waves OF immigration from Latin America/the Caribbeanin recent decades - Louisville's black population reached 21% by 2000 while Lexington's stood at 8%. Today, many people who call Lexington their home come from outside the city limits: according to 2010 census figures, there are more than 12 thousand residents who identify themselves as "non-Hispanic Whites," compared with only 2 thousand residents who identify themselves as "non-Hispanic Black." In spite thereof increasing Hispanic influence - numbers which grew markedly after 2007’s acquisition by Univision USA – non-Hispanic White residents make up 53%of all those living in town boundaries defined within municipal limits but never exceed 50%, while Hispanics account for nearly 60%of all residents statewide
