Winchester is the county seat of Hardin County and the home of Winchester Air National Guard Base. Winchester was founded on March 8, 1813 by Maj. Gen. Andrew Jourdan as aering post on the Great Miami River forts Canby and Purdy. The town's first school opened in 1816 and it became one of the most important training centers for American militaries during the antebellum period. In 1830, Winchester became an incorporated city when its citizens ratified a charter from then- Governor James Kountz III. The city prospered under its new form of government until 1857, when it lost its charter due to financial troubles. However, Winchester continued to grow steadily until 1911 when it experienced another prosperity crisis due to World War I efforts to recruiting soldiers for America's war effort against Germany; many people left for military service and little development took place in the town after that point until it regained some growth in the 1920s with increased economic activity thanks to automotive manufacturing spurred by new technology developments such as Ford Model T production facilities located nearby. In 1951, Winchester merged with neighboring Floydville into what is now known as "Winchester-Floydville". As part of this merger, much of downtown burned down in a fire that destroyed most of both cities' buildings but led also to significant redevelopment which has kept much of downtown accessible today while also accommodating increasing suburban development around it (the two cities have since reunited). In recent years however some elements of downtown have been threatened by gentrification and may be slated for demolition or conversion into apartment blocks once again if not addressed soon; despite this threat much redevelopment remains possible within easy reach should funding become available through grant programs or other means
