Monroe is a small town in south Louisiana, United States. The population of Monroe was 10,564 at the 2010 census. It is part of the Baton Rouge Parish and the Orleans Parish region. The name "Monroe" is thought to be derived from FrenchMONTEZUMI, meaning "the place where apples grow." The first settler in Monroe was John Baptiste de la Salle who arrived in 1699. He founded the parish of St. Bernard on the banks of the Mississippi River and named it after himself. In 1712, Pierre-Jacques Dupleix founded Acadiana (present day Louisiana), an area that includes parts of South Monroe and North Monroe Township along with parts of Assumption Parish in central Louisiana. In 1803, General Andrew Jackson moved his headquarters from New Orleans to Monroe after winning his victory over Jean Lafitte at Battle of New Orleans in 1804. As president, Jackson enlarged MONROE's boundaries by annexing Iberia Parish eastward to include Plaquemines Parish, West Baton Rouge Parish including Lake Pontchartrain and eastern Jefferson Parish; East Baton Rouge County including both East Feliciana Parish (west side) and Livingston Parish (east side). On December 1, 1860, when Confederate forces sacked Johnson City during their attempt to capture Fort Sumter in Arkansas Territory they overran much of what is now Monroe County including all but a tiny corner near Shreveport which became Union territory later that year as part of theicksburg Campaign under Ulysses S Grant’s command.
On January 9th 1861 President Abraham Lincoln issued Executive Order 6102 calling for all white male citizens age 21 or older must leave any slaveholding state within ten days or face punishment as specified therein.
As a result many men between 21 and 45 years old who were not already free left their homes across southwesternLouisiana for unknown reasons.
The town was established on May 3rd 1861 when Colonel James Doolittle ordered MajorGeneral Samuel Johnston’s Armistice Headquarters situated on State Route 358 about six miles northeast of present day Shreveport to serve as the military garrison for Negroes living eastsideof Claiborne parish until such time as arrangements could be made for their emancipation.

Doolittle also ordered Captain Hiram Sibley Jr., Supervising Engineer Corps officer responsiblefor constructionof road system linking Lafayette/Shreveport with points northand northwestand he appointed WAGNER as Surveyor General for this purpose.
