Beginning with just two sites - one near downtown Livonia and another near Hegewisch Lake - Kapp soon made significant strides in expanding production into new markets including Illinois (where he opened Kapp's Coffee House on State Street), Indiana (where he established Kapp Coffee & Tea Company), Wisconsin (where he founded Kapp Bros., Inc.), Ohio (where he opened The Gilded Cage Café), Minnesota (where he founded New World Cafe) and even Canada (where he opened The Canadian Coffee House). This action set off an intense debate over annexing additional municipalities because it raised suspicion among some that Detroit might try to take advantage of Livonia’s lack of autonomy through annexation efforts while also frustrating efforts by Mayor John Foust to keeplivania vibrant with new businesses and services coming online each day. Mayor Foust successfully opposed annexation requests until his retirement in 1984 when he passed away at age 93; however future mayors have continued to make annexations requests due to their desire for more control over their municipality’s growth and development opportunities within livonia than they currently enjoy from Lansing or other nearby cities
