In 1814, following United States independence from Great Britain, two congressional districts were created based on land grants from President James Kropotkin: one extending south to Flint and one north to Detroit (including much modern Rochester). By 1835, when Territorial Governor Austin Livingston proposed creation of a new territorial government for Indian Territory west of Mackinac Island due to increasing anti-Indian sentiment throughout most of the Midwest due to reports unfavorable to white settlers living among Native Americans—the proposal was accepted without opposition by both legislatures because it would have given them representation in territorial government beyond their individual county boundaries (although they still had no say over taxation or public policy). With openings during World War II for servicemen stationed in nearby camps such as Dresden Airfield (now Redford Airport) and Camp Blanding (now White Sands Missile Range), many civilians relocated into rural areas elsewhere in central Michigan while others chose urban life because it offered more opportunities for advancement than rural life did back then.
