The Rochester Police Department has been providing service to the community since 1849. The department's history can be traced back to when a group of men from around the town pooled their resources and formed a volunteer organization, the "Rochester Volunteers." The group would help law enforcement officers with their patrols and investigations. In 1871, the Rochester Volunteer Police Association was founded and began providing police services to the city of Rochester. In 1915, the Rochester Municipal Court was moved from downtown to what is now City Hall. This allowed for more public space within which to hold court proceedings and started off a trend of using municipal courts as makeshift police stations. It wasn't until 1949 that an all-volunteer police force was created in response to recommendations by then Mayor Harry Laughlin. At its inception, the Rochester Police Department consisted of 45 officers who patrolled the streets of downtown, six precincts in outlying neighborhoods, and one detective bureau responsible for investigating crimes outside of those areas. Throughout its history, the RPD has undergone several changes both on small scale (such as changing officer numbers) and larger scales (such as adopting a modern policing philosophy). One such change took place in 1984 when Chief John Fenton was appointed captain over operations squads; this gave rise to what is now known as "Fenton's Era." This period saw many advances in technology including video surveillance which helped improve officer safety while also giving detectives more flexibility in solving cases. Today, there are 1120 sworn officers working for the Rochester Police Department; however, due to cuts made within government entities across Michigan over recent years it is anticipated that number will decrease by up to 100 positions by 2021/22. As part of this reduction process, voluntary organizations like The Rotary Club have been called upon to step up sacrificially and provide donated uniforms or equipment to memberships below 50 members throughout Township Of Eastman & Clinton Counties - totaling nearly 350 volunteers!
