In 1954, Saginaw became a state-level community with its own government under the jurisdiction of the State of Michigan. On July 1, 1998, as part of southern Michigan's " municipal/municipal consolidation" process, Saginaw merged with neighboring Bay City to form a new city with a total population of over 200,000 residents.
