Scottsbluff is a town in Scott County, Nebraska, United States. The population was 681 at the 2010 census. Scottsbluff was founded in 1871 by Scottish immigrants and named for General Andrew Jackson's birthplace of Kelvinside, Aberdeenshire, Scotland. The first store in Scottsbluff was built on Main Street and operated by J.C. Penney from 1872 to 1874. The town site was surveyed in 1868 by George Armstrong Custer and named after his childhood home ofScotland's Bluff, which he had visited as a child. Custer had been stationed at Fort Kearny during the Mexican-American War and may have seen the similarity of the Scottsbluffs located on both sides of the Platte River to some near his old posts in California Territory. In 1870, Averill Harriman donated land for a townsite on what is now Elm Street within what is now Scottsbluff Township; construction began that year and the first stores were built soon thereafter including one conducted by Alfred Sloan from an existing lumberyard across Main from First Presbyterian Church (now services are held there). Sloan also constructed a schoolhouse on Park Avenue which served as its own community center until 1898 when it moved to present day Elm Street next door to First Presbyterian Church (now services are held there). In 1902, John Denny donated land for a second townsite with claims extending into neighboring townships; this second townsite contained five buildings which served as schools until 1924 when they were replaced by new brick buildings on Main Street which still serve as today's Town Hall building and Administration Building while part of Sioux City High School (later renamed Lincoln High School) nearby occupied much of vacated property upon their closure in 1984/1985 In 1907 John Denny donated another piece of land parcel including what is now downtown Scottsbluffle giving rise to current Fourth Avenue between Broadway and Elm Streets whereupon various businesses gradually relocated or were privatized including K&L Mart Store (now Home Depot) original Post Office building still stands vacant facing 4th Ave & N street being used currently for storage only owning 3 acres adjacent thereto most recently being leased out to IHOP & Piggly Wiggly before being sold again subsequent thereto forming city limits . On July 1st 1913 voters approved incorporation via resolution passed then following night thanks largely to efforts made by Mayor Harry Garrison who raised over $5200 USD more than any other individual or organization contributing towards incorporation fees alone not counting contributions received from citizens throughout the county . Newscasters often refer to "City Limits" since that has been essentially all that has changed since then other than annexation by Sioux City through eminent domain..Today nearly every business within walking distance has been acquired either through purchase or public private investment ..Downtown Scott't'bly still features several Independence Hall style residences dating back to early 1800s e instance 2nd floor + attic room formerly occupied by Mrs GWallace widow of Capt E Wallace commanding post under attack at Battle Of Buena Vista Creek A small park adjoining downtown area includes Memorial Stadium hosting local high school football games along with concerts & events throughoutyear
