The bill created three regiments—the 2nd Regiment of Infantry (later renamed the 3rd Regiment), the 4th Regiment of Infantry (later renamed the 5th Regiment), and the 6th Regiment of Infantry (later renamed the 7th Regiment)—and authorized each regiment to call forth 10 men for duty at any time “in case of war with any foreign country.” On October 10, 1911, President Woodrow Wilson signed into law The National Guard Act which increased funding for national guard troops by $5 million per year until 1918. This money was used to purchase equipment and training facilities statewide and provide essential services such as military intelligence gathering and readiness. In 1924, Governor Harry Hughes directed that all state militias be merged into one national guard unit under coordination with Headquarters Department Headquarters Army Corps of Engineers in Carson City. This move reflected growing concerns about interstate warfare and preparedness within both states. On November 2, 1924, organized militia units were decommissioned statewide while their officers resigned or retired rather than join federal service; this left only state guard troops available for mobilization during World War II when they were called back into service on April 8th 1940 pursuant to Executive Order 91002titled “National Defense Mobilization Plan 1940″ which called for 100% mobilization within two weeks should Japan declare war on America based on information provided by Germany purportedly revealing American troop concentrations in California waters ().

In 1924, the Boulder City National Guard Armory was built and it continues to be used today as a military base for the Nevada Defense Force. The first national guard unit stationed in Boulder City were two companies of soldiers from Oregon who served during World War I. From 1928-1929, an American Legion post also operated in town. In 1941, the Colorado National Guard arrived in Boulder City to provide security for Las Vegas. The first units of the Nevada Army National Guard arrived in 1942 and continued to serve until 1946. During World War II, local residents organized themselves into various militias to support the war effort and soon there were more than 100 militias operating throughout Nevada. The end of World War II brought new challenges for Boulder City as it transitioned from a small sleepy town into a bustling city with its own military garrison and police force. Many people here decided that they wanted their own state government so they formed their own militias which continued until 1959 when Nevadans became state citizens and could no longer join any militia organization. In 1957, Nevada became an independent country under Republic Of Nevada law which allowed for different militia organizations throughout the state without having to comply with federal regulation (this is still true today). As part of this changeover, most of these militias turned over their weapons and disbanded but one group - The Citizens Militia - kept active until 1987 when it merged with another militia organization to form The State Militia Incorporation. Over time this organization has adopted many different names including: United States Militia Association; American Defense League; Patriotic Front; Righteous Warriors; Red Flag Patriots; Patriot Shield Society Incorporated.; United Patriots Organization - NV Branch No 2; Second Amendment Foundation - NV Branch No 1
Boulder City, Nevada is located in the Great Basin of North America and is bordered by the states of Utah to the south and Arizona to the east. The population of Boulder City was 9,738 at the 2010 census. The city is named after surveyor John A. Boulder, who surveyed and mapped out portions of the area in 1859. The first permanent settler in what is now Boulder City was James Irvine, who arrived in 1868. He organized a ranch on Hualapai Creek and named it Irvine Ranch after his father-in-law, Sir George Irvine. In 1870, James Irvine founded Black Mesa Mine and Service Station near where he lived until his death in 1912. The mine produced zinc and lead ore until it closed in 1963. In 1870–71, Nathan Skelton built a store on Main Street which served as a stop for stagecoaches from Carson City to Reno. By 1875, Skelton had also erected a house on Second Street (now Frontage Road). Over time, other entrepreneurs set up businesses in or around Boulder City: Wm. Fenton ran an smelter in 1887; Gifford Pinchot opened another mine three miles northeast of town;; Jno.[sic] Blythe established a sawmill at Fourth Street;and Amos Eaton started trading goods from his home at Seventh Avenue and Broadway between 1865 and 1868
