The Rochester, New Hampshire Coast Guard Station was founded on December 8, 1855 by Captain John G. Macdonald. The first station was located at present day Portsmouth Naval Shipyard on the river town's waterfront. At its height the coast guard had a complement of over 100 men and women and patrolled an area that extended from Cape Cod to Maine. On May 15, 1892, Commodore George J. Brownling assumed command of the coast guard in Rochester and ordered all stations to send out Christmas gifts to their families and friends. That year's gift was a large barrel filled with coal which arrived at the station on a mule cart. In 1903, captain Harry Swayne took command of the coast guard in Rochester and instituted the "Christmas Tree" program which allowed members of the public to bring donations of candy canes, nuts, or other holiday items to be used as ornaments aroundholiday trees throughout the town. Captain Swayne also initiated "Peace Night" where beach patrols would search for smugglers during dinner time instead of using pepper spray as is customary today. In 1916 Captain Norman Pemberton became Commandant of Coast Guard Station Rochester and instituted shore leave for officers and enlisted personnel in order to participate in fisheries operations off Long Island Sound . This change may have been responsible for increasing activity at sea during World War I as many sailors were available for duty off Long Island Sound rather than serving afloat in battle theaters On October 24th 1927 Commodore Harry Waddell relieved Commodore Brownling with effect from February 1st 1927 until his retirement effective March 1st 1927; he had served since 1922 when Commodore Harry Swayne succeeded him as captain (he had been acting captain since June 1926). During Waddell's term there was a significant increase in fishing activities due both to new technology being developed by commercial fishermen such as electric trolling motors assisted by auxiliary engines while also increased regulations being put into place by state authorities prohibiting most fishing within 1000 yards of shoreline except nautical vessels chartered under state jurisdiction only . This led to increased efforts by private individuals who set up long lines alongshore seeking opportunities to “catch” larger fish not typically found offshore where open water allows them greater access

The Coast Guard was founded in 1915 as the Naval Militia Reserve Act of 1915. The first coast guard unit was organized on November 15th, 1915 when two boats were ordered to New York City from Boston Harbor to help with the response to the sinking of the Lusitania. The first cutter was launched on December 1st and became operational on December 3rd. On January 6th 1916 three more boats were launched from Philadelphia for coastal patrols off Long Island Sound. In 1917 an air station was established at Governors Island in Brooklyn Heights and in 1918 an airfield was built at Point Lookout on Staten Island. In 1935 the National Security Act establishing the Department of Homeland Security merged the Federal Maritime Commission with both the Coast Guard and Customs Service into one department called "the Department of Commerce" which would later be renamed "the Department of Homeland Security." The Coast Guard played a significant role in both World War II (1939-1945) as well as during peacetime until its dissolution by DHS in 2002 after over 100 years service. From its inception until it decommissioning program in 2002, over 5500 men served aboard various vessels within DHS' jurisdiction including 375 officers who served afloat while also serving within CBP's mission ashore responsible for security functions ashore; Quintessential Airborne commando unit providing support for law enforcement activities; Search And Rescue; icebreaking assets; port security force[s]; harbor patrol; fisheries management services; special maritime affairs forces (SMAF). As part of this decommissioning process all Sailors currently serving with or have served aboard any DHS vessel are being processed through DOD's Defense Logistics Agency - known commonly as DLA - which will allow their memories to rest easily alongside their ancestors who preceded them during these important times
