Binghamton is a city located in Upstate New York, on the border of Ontario and New York. The population was 20,181 at the 2010 census. Binghamton is home to two police departments: the Binghamton Police Department and the Mohawk County Sheriff's Office. In 1903, Alma Mater (the University of Binghamton) created a gift history exhibit in downtown Binghamton to commemorate its 125th anniversary as a university. Many of the gifts that have been made in memory of Alma Mater are still used by Binghamton today as part of its municipal culture and community service programs. The first gift given to the Binghamton Police Department was an automatic pistol in 1892. The department has received many donation items over time, including motorcycles, radios, handcuffs, Tasers, shot guns, tools and vehicles. Some examples include an American-made Thompson submachine gun donated in 1958 and a Ford Crown Victoria donated in 1984. One Policemen's Association grateful for donations from local citizens included a $2,000 check from local business owner John Pappas in 1967 for new officers uniforms; another $1,500 donation from Mrs. Jane Wesselsbaugh from Albany Naval Air Station helped create new patrol car models; and a 1996 contribution of $6,000 from real estate developer Harry Bender helped fund construction of new patrol cars for both departments - this project also included two brand new squad cars which arrived during1997 fiscal year celebrations honoring 100 years since Alma Mater had opened its doors to students! Over time, other settlers acquired parcels within this boundaries: George Stephenson sold land east of town in 1830 to Isaac Nott; Augustus Kelley bought land west of town from Nicholas Gardiner in 1833; Ezra Stiles purchased land east of town from Valentine Bemis in 1840; and Hiram Sibley purchased land westward from Valentine Bemis in 1845 When New York State was created on April 14th 1685 by George Washington as part-of his executive process following his resignation as President—the day after he had been impeached—Binghamton was incorporated as a village on May 10th with 350 residents. It had become an unincorporated hamlet since then because there were no legal restrictions against incorporation while villages were not limited to having less than 500 residents (). On November 3rd 1870, the village obtained Town status through an act passed by the New York State Senate based upon recommendations presented by then- Mayor Isaac Nott On January 1st 1880 Binghamton achieved City Status when it surpassed all requirements for Village status including having two assembly districts (), being able to levy taxes () and holding elections () twice every three years (). The vote took place despite objections by some who felt that City status would only lead to increased taxation without any real benefits (). Incorporation into City government did not come about because there were no plans or aspirations to do so ()) The arrival or even existence of automobiles does not seemto have immediately altered life much outside Of downtown areas however things like grocery shopping could be done more easily if people only lived closer together but overall everyday life went on much unchanged until well into thelate 20th century
