Ithaca, New York is a small city in upstate New York and the capital of Ithaca County. The population was 17,693 at the 2010 census. It is the smallest county seat in New York State. The town of Ithaca was founded by General George Washington on October 24, 1778 as West Point on the eastern border of Cayuga County. In 1800, it became a town and then an incorporated village. On November 5, 1824, Ithaca became the capital of what would become neckarow America and its first permanent capital since Confederation. In 1831 Ithaca was renamed to honor James Kapp Paulding who had served as Assistant Secretary at War from 1829 to 1830 and had been an important factor in creating American society during this time period. President Andrew Johnson placed Paulding's name on a new federal building that now stands near Ithaca's downtown district. The building is still used today as part of Cornell University's main campus buildings complex known as Old Campus (though it has been leased out several times for other events). During World War II Ithaca played an important role in supplying materials to both military campaigns in Europe and Japan and also played a significant role in developing Allied bombing strategies which helped bring victory to Japan over Germany during World War II. After the war many businesses were set up throughout central New York City due to post-war reconstruction opportunities including retail stores such as Sears Roebuck & Co., aluminum manufacturers Alcoa Company, Ford Motor Company and General Motors Corporation among others; however most moved away once economic conditions deteriorated followingstock market crashes of 1929-1930 and global recession from 1933-1945

The name "Ithaca" (from Iroquois *ī́hta-kēă) means "place where hills meet". The first Europeans to visit what is now Ithaca were Dutch colonists in 1614–1615. They built a small farmstead on the site of present-day Central Park and named it Ixionga after their captain who explored the area. In 1668, English settlers arrived with three ships and named the town after John d'Iberville, one of their captains. In 1795, an act by New York state legislature granted land to Cornell University as part of its gift to Yale University. The university began operations on October 1, 1795. In 1814, during War of 1812, Patriot forces burned down part of what is now downtown Ithaca while retreating from Fort Orange; this destroyed much of what remains today within modern limits of central Ithaca. After that event most commercial activity took place along Third Avenue southward from Elmira Street towards Southfield Avenue until about 1914 when a new business district was developed along High Street between Seneca Falls Road and Elmira Street which became known as Downtown Ithaca In 1898, Cornell President Ezra Cornell donated land for what would become North Campus at West Side Drive and Park Avenue in Downtown Ithica During World War II many factories turned into munitions plants such as Goodyear Tire & Rubber Company on East Side Drive nearSeneca Falls Road; Conestoga Woodworking Company on West Side Drive just north of Elmira Street; American Cyanamid Incorporated on Southfield Avenue near Seneca Falls Road; Bethlehem Steel Corporation located on State Road 404 just east of Interstate 490 After 1945 many businesses closed including Goodyear Tire & Rubber Company but later reopened under new ownership
