The Census Bureau divides Lackawanna into five rural areas: Lower Carbonia Township (northwest corner), Northumberland Township (southwest corner), Armstrong Township (northeast corner), Lebanon Valley Township (southeast corner)and Wyoming Valley Township (southwest corner). Each rural area has an elected official known as a township trustee which provides services such as public works and land management; maintains roads; manages water resources; coordinates schools; approves zoning changes; and approves community center projects etc.. Lackawanna was a town in Erie County, New York, United States. The population was 1,811 at the 2000 census. Lackawanna is now part of Scranton Township in Lehigh County. Lackawanna began as an Indian trading post on the Susquehanna River east of present-day Scranton. In 1795, the town was established by order of George Washington and took its name from the lackawanna tree near which it was located. The first settler to arrive in what is now Lackawanna was James Blackstone who set up a small farm there in 1824. After years of growth and development, Lackawanka became one of the largest towns west of Pennsylvania when it incorporated as a city on April 12, 1898. The city had two main industries: papermaking and shoe manufacturing (the latter becoming very important due to Lackawanka's location on the border between Pennsylvania and Ohio). However other tailors quickly moved into these industries as well, leaving papermaking behind in favor of new production methods such as laser printing and 3-D printing technology for shoes. Today both Paper City LLC (a provider of online shopping for paper products) and ShoeCity LLC are still based within downtown Lackawanda – although Paper City has since closed down while ShoeCity remains largely active. As a result of this continued innovation along with an aggressive marketing campaign by Mayor John Bolen over several years, the once struggling city managed to maintain its position as one of Eastern Pennsylvania's leading industrial cities during much of the 21st century; however recent economic conditions have caused many businesses to close or relocate out altogether within urban areas across northeastern PA - including downtown Scranton itself - making it difficult for residents to enjoy some key qualities that made Lackwannania so renowned throughout its long history: outdoor activities like fishing or hiking being major attractions hereabouts today (although occasional visitors can be found milling around any number of local breweries).
