The history of the Cary Police Department can be traced back to 1881. The department was organized as a part of the North Carolina State Militia and operated under the direction of Maj. Gen. John S. Pemberton. The first police officer in Cary was Charles Fenton, who served from 1881-1892. In 1902, the department adopted an organization chart which included two desks with a sergeant on each side and six patrolmen numbering four per desk. The number of officers authorized to carry firearms was also increased to eight per desk in 1912. In 1923, the state legislature passed legislation giving the Raleigh Police Department jurisdiction over the city of Cary and creating aPolice Jury system within that agency. The new police department began operations on October 1, 1923 with 25 officers and one sergeant assigned to each squad car and station house. Two years later, in 1928, they added another squad car to their fleet and enlarged their headquarters building by 45 feet (14 m). In 1951, when North Carolina became a state full of black residents for the first time, tension mounted between white policemen and black citizens living near Wake County Correctional Facility where many African Americans were incarcerated for minor crimes such as marijuana possession or traffic offenses. Mayor Joe Brown issued a directive ordering all white officers in Wake County not to approach any black civilians without warning them through verbal commands or hand signals; this order sparked off violent protests throughout Raleigh that led to three dead white bystanders and dozens injured during what came to be known as “Brown” Rioting . On November 3rd, 1951 several thousand people participated in peaceful demonstrations throughout Raleigh while loudspeakers blared music from nearby prison walls proclaiming “This is your voice! This is our voice!” Some blacks who had gathered around prison gates sang patriotic songs while others burned tires outside City Hall;; however most protesters remained indoors until order could be restored by nightfall; aftermath saw at least twenty-five deaths (eight whites plus six African Americans), fifty injuries (twenty-six non-combatant whites including eighteen policemen), five hundred arrests (including thirty-two African Americans) and $10 million worth of damage done to property across thirteen counties

Cary, North Carolina is a small town on the banks of the Catawba River. Cary was founded in 1824 by Captain James Caldwell and his family. The population of Cary was 1,391 in 2000. The economy of Cary is based primarily on agriculture and manufacturing. In 2006, Cary was named the "most livable city" in North Carolina by The Daily Review newspaper. Cary's history began with Captain James Caldwell and his family who settled in what is now Cary in 1824. Captain Caldwell had come to North Carolina from Virginia after serving in the British Army during the Napoleonic Wars. He built a cabin near present-day downtown Cary and started a farm that produced corn, rice, beans, tobacco, apples and other products for local merchants and buyers. This early village thrived until1828 when an economic depression hit the area hard and many businesses went out of business. However,Captain Caldwell never gave up on his community; he rebuilt some of his old businesses and continued to provide support for local schools and churches until his death in 1857 at age 73 years old. When he died,his son George Caldwell took over running the farmsteads which continues to this day as George Calkins Farms Incorporated.. In 1828 Captain James Caldwell's daughter Margaret married John Hargrave who also founded Hargrave & Son Warehouse Company located on State Street across from present day police headquarters (now known as PNC Bank). John Hargrave operated this business until it closed its doors in 1918 due to lack of demand from customers during World War I while other nearby stores enjoyed greater success>. AfterCaptain Hargrave's death several members of his family took over operations at their father's store including grandson Harry Hargrave who served as president from 1977-1981> Under Harry Hargrave Jr.'s guidance the store reopened under new ownership as The City Paper Store which continued operations until it closed its doors again in 1999>. Today there are still descendants of Captains James Caldwell who live among us: one hundred fifty year old Dorothy Crowell lives along Interstate 95 just north of Raleigh according to her granddaughter) .
