In 1865, Confederate forces attacked Union General McClellan's army while he was besieging Yorktown Heights near Petersburg Virginia; these attacks led to much public outcry throughout southern America against the Confederacy. As a result, General Robert E Lee decided that instead of withdrawing his army from Yorktown Heights – which would have given Union General George Meade control over all Richmond Va., he chose to hold onto Yorktown Heights rather than surrender it back to Union forces under Meade. The decision ultimately helped prolong the war for longer than if he had withdrawn his army into Virginia proper; however, many residents within ElizabethCity took offense to this move and viewed him as weak after years of being ignored by their government officials
