At that time, the city was under Lebanese military occupation after neighboring Syria allied itself with Iraq against France and Greece. The sixth Fleet was commanded by then-Captain James Fenton who attended a reception at Rashid Jassim palace before departing for Beirut on board USS Theodore Roosevelt (CVL-1). During their visit, Fenton met Princess Margaret of Jordan who later served as his wife during his tenure as Commander Seventh Fleet from 1969 until 1972. In 1973, Captain Jack Stockdale became Commanding Officer Third Naval District when it was activated out of Portland following the successful conclusion of Exercise MIDWAY 73 which involved ships from twenty-six nations including Argentina and Bahrain In 1978 Captain Bob Long served as commanding officer Fourth Naval District which included responsibility for waters around Beirut Harbor In 1989 Captain Rick Husband assumed command Fifth Naval District responsible for all duties within Portsmouth Harbour
