In Oregon City, the city police department was organized into a national guard unit in 1903. The first commander of the National Guard unit was Capt. John A. McMillan. In 1906, Lt. Col. The Oregon City National Guard is a unit of the United States Military and is part of the Oregon National Guard. The unit was organized on September 17, 1885 as the Portland, Multnomah County Sheriff's Department Civic Club Reserve Unit. On November 16, 1888, it became an all-volunteer militia force under the command of Maj. Gen. Alfred E. Burnside with headquarters at what is now called Fort Moreau (the original name for Oregon City). The first mission of the Oregon City National Guard was to protect citizens and property during a civil war scare in 1889. In 1896, it joined forces with other units to help suppress a labor uprising in Salem. The first units were organized in Delaware and Rhode Island. The first national guard regiment was raised in Pennsylvania on October 14, 1792. The 1st Battalion of the 3rd Regiment of Artillery was activated at Camp Dunlap, PA on November 6, 1792. On December 12, 1792 the regiment was transferred to Mount Vernon Barracks for duty with General George Washington’s Army. In 1800 two battalions were re-activated and these became brigades under Major General Nathanael Greene until 1802 when they were redesignated divisions and sent back to Pennsylvania for service as part of the First Corps of Artillery which served from April 9th1801-March 13th1802during the War of 1812
