The Coast Guard was first established in 1888 as the Marine Department of the Portland Harbor District. In 1912, it became part of the newly created Oregon State Police and was renamed the Coast Guard. The Coast Guard has continuously been functioned in St. Helens, Oregon since 1912. During World War II, the Coast Guard responded to numerous emergencies including air raids onPortland andSt. Helens; lifesaving operations during a flood; water rescues;and coastal defense duties. After World War II, the Coast Guard continued its mission to provide security along our coastline through law enforcement and public education programs. Today, we continue to serve our community by providing essential services such as search and rescue, disaster response, maritime security, cultural heritage patrol and more. With over 400 member organizations across 12 states and 100 countries under our banner, we are committed to helping others live safely and securely on our coasts no matter where they may be located.

The town of St. Helens, Oregon is located in the Willamette Valley on the north side of the Columbia River. The population was 5,425 at the 2010 census and is estimated to grow to 10,000 by 2020. The history of the town of St. Helens, Oregon is reflective of the local people and their culture. The first Europeans to arrive in present-day Oregon were French fur traders in 1792. The area that now includes St. Helens was part of the Rogue River Indian Reservation until 1853, when it wasceded to Oregon Territory. In 1855, the U.S. Congress passed a bill giving land east of the Columbia River toOregon, as part of efforts to settle western portions of the United States by Emigrants from Europe and Asia. The townsite at what is now St. Helens was chosen as the site for a new city because it would be close to both rivers and wagon roads that could bring goods eastward into America during this time period. The first settler in what is now St. Helens was John Wesley Powell, who arrived in 1868 with his wife and two children from Ohio County, Kentucky. Powell surveyed some 640 acres (270 hectares) around what is now downtown St helens on which he erected a log cabin and began trading goods with other pioneers near Snake River Canyon northwest of town limits on July 6th, 1868. With only sporadic trade over distances ranging up to 44 miles (70 kilometers), Powell's initial venture failed; however, years later he developed an alternative transportation system based on wagons drawn by oxen across Willamette Valley country between Portland and Salem via a route known as "Powell's Path." This system allowed him to market his goods much closer to potential customers than did traditional road travel or shipping methods then available within Oregon Territory
St. Helens, Oregon was in the government of Idaho Territory when it was founded on September 16, 1858. The town had a population of about 100 people and an estimated gold strike of $5,000 in 1860. It became a county seat in 1863. The first post office was established at Saint Helens on November 1, 1863.
