Manchester is one of the few towns in Hardin County that has never been destroyed by natural disaster. The original settlers of Manchester were General Joseph E. Johnston's army during the American Civil War and his brother-in-law James H. Polk's army as they fought for the Confederacy. The first school in Manchester was built on land donated by George Crouch in 1827. In 1852, a schoolhouse and teacher's house were built on what is now High School Road. A new school was built in 1907 on Cemetery Road east of downtown and became known as "Milton" after Milton Academy which had been founded two years earlier by Reverend John Milton from Kingsport, Tennessee. In 1928, the first public library opened in Manchester with a collection of 500 books .
