The U.S. Naval Forces Europe was established in 1951 as a result of the Eisenhower Doctrine, which called for a stronger military presence in the European theater to deter any potential Soviet aggression. The Naval Forces Europe included warships and submarines from both the United States Navy and the Royal Navy. In 1955, NATO was formed and this created a need for maritime forces closer to member states. The first ships assigned to NATO were USS Enterprise (CVN-65) and HMS Illustrious (HSI-8). In 1957, NATO Headquarters moved from Brussels, Belgium to Lisbon, Portugal. The Naval Forces Europe became subordinate to NATO Commander in Chief Western European Command (WEC) with headquarters located at Dover Castle on England’s Channel coast. In 1969, WEC merged with Allied Forces Europe (AEE), which consisted of all navies that were not part of WEC or AEE. This left America’s Atlantic Fleet without a command center and led to problems during the Vietnam War when American sailors acted on their own without orders from their superiors ashore. Admiral John F Kennedy ordered his navy commanders back into city limits by signing Executive Order 11110 on November 14th, 1969 which changed naval commands from Maritime Services Group elements throughout America’s Atlantic Fleet back under one centralized command structure–the Fifth Fleet headquartered at Norfolk Virginia Beach–until further notice. This changeover eliminated many problems associated with individual squadron commands during wartime deployments such as unauthorized sailing near friendly ports or accidentally entering Vietnamese airspace while patrolling off South Vietnam waters without prior warning our allies!
