The community was named for Major-General Henry W. Crowley, who served as a commander of Union forces during the American Civil War and also founded Crowley School District No. 1 in 1884. Crowley began as a small cabin on the banks of the Sabine River. In 1878, General Henry W. Crowley transferred his ranch to Hudspeth County and named it Crowley after himself and his father-in-law Samuel J. Weiser (1814–92). In 1898, General John Fetterman donated land for an Agricultural College at Crowley but this college never opened its doors due to financial difficulties. In 1932, Harry S Truman designated Crowley as the site of the presidential library in Austin which would be open to visitors from all 50 U.S. states and from around the world under one roof until 2001 when it was moved to Washington D C . On July 29th, 1990 local residents voted unanimously to rename their town "Crowley" in honor of Harry S Truman with no opposition from either side of the political aisle
