The Forney community was founded in 1887 by John Forney and his brother-in-law James Hildebrandt. They named their land "Forney" after General George Armstrong Custer who fought in the Indian Wars. The citizens of Forney were pleased with the name and voted to change it to "Amarillo" in 1901 because Amarillo was then the capital of New Mexico Territory. In 1938, Forney became an incorporated city when it joined Midland County. When Amarillo joined the United States in 1912, its downtown business district became part of forney. In 1951, City Council passed an ordinance increasing taxes on property within city limits to support public services such as fire protection and streetlights. This ordinance remains in effect today and has been used as a source of revenue for many local government entities including Forney's police department since 1974.
